What is built

One site, no idiom change, per §0.1's framing: the two empties are now different states. Idle-empty (the mount fetch found none; closedAtCycle null) renders nothing — byte-identical to before, the criterion's other direction. Action-outcome empty (an answer's induction cycle closed the LAST finding) renders the report: "Re-reviewed (cycle N) — nothing left open. This draft is ready to commit." — the panel stays, named by cycle, handing off to the banner one block above. A fresh mount resets the state, so the closing report retires naturally on navigation. The §0.3 banner adjacency got its one ruled sentence in the CR and no code.

Tests and gates

Two new tests, the ruled pair: the converged outcome renders the closing state BEFORE any unmount (the missing test the walk exposed — observed failing against the pre-change panel) and the idle-empty still renders nothing (passing pre-change, as the preserved direction must). Panel suite 7/7; full suite 810/810; tsc clean; lint clean (the standing local gate list, all three run).

Step 4 eye-test — the silent close, observed dead

Disposable candidate E0133 (draft-route, turn-less — [B-93] routed around by the recorded plan), crafted so induction isolated exactly one answerable finding: seed complete except empty success_conditions (a real contributor UUID supplied; R-A10's other half pre-closed via an API amend when it fired anyway — the panel's non-mappable honesty is already shipped behavior, not this CR's subject). Then, live:

The panel rendered the one finding's sentence.
The answer submitted through the panel; amend→induct ran; cycle 3 converged — and the panel STAYED and reported: "Re-reviewed (cycle 3) — nothing left open. This draft is ready to commit." — with the commit banner visible directly above it, the hand-off exactly as ruled. Screenshot mirrored: cr-2026-214-closing-state.png.
Cleanup: focus cleared first ([B-93]'s second FK — the visit had pointed Marvin-Test2's focus at E0133, again, as the entry predicts), then discard 204, zero residue.

The Operator's walk on E0128 met the defect's exact shape — answered the last finding, the panel vanished, guessed at the button. This eye-test is that walk re-run against the fix: same act, and the report renders where the action happened.

Tag; push 6344d04; watch (verdict read directly); redeploy; post-deploy smoke. Acceptance items 1–2 were observed live pre-checkpoint; the ledger line closes with the ship: the right outcome, reported where the action happened.
