Stele's licensing position is settled and recorded: Apache-2.0 on the human identity substrate, the BSL/source-available lean on the Agentic ID variant. Two variants, two licenses, both intended.
Two loose ends remain. Neither is a decision — both are small acts of expression and hygiene, and both are currently invisible to anyone reading a queue rather than a front note. That is why they are here.
What. DUNIN7/stele-agentic-id (main 4a87c1e, 2026-07-16, V2 Cycle 5) carries no LICENSE file, no license declaration in the tree, and no tags. Its protective BSL/source-available lean is a position held in the record, not a license expressed in the repository — the same condition DUNIN7/stele was in before Apache-2.0 landed there.
Gate. A legal/IP read is required before any license is committed. discovery/loomworks-stele-strategic-direction-discovery-v0_1 §2.1 additionally notes that the FORAY patent-pending and the OVA provisional may interact with how an adjacent product is licensed. That gate applies here and is not this item's to clear.
Urgency. Not urgent while the repo is unpublished — no third party currently needs a legal basis to run it. It becomes the long pole at handover or publication, exactly as the missing LICENSE file was for DUNIN7/stele before Apache-2.0.
