Loomworks — the create-engagement dead end — v0.2: the Operator's rulings

Ruling 1 — the three-door check comes first, before any drafting

Not a scoping step of the follow-on CR — its own first question. Until it is known whether "Talk it through" and "Here's my specification" arm the create_project seam or share the defect, nobody knows whether Loomworks currently has a working front door. That is the difference between a bug and an outage, and it decides priority. Answer it before anything is drafted.

Ruling 2 — the unarmed promise is a NEW member of the truthfulness family

Distinct from the four CR-2026-199 closed: those were false claims about what had happened; this is a promise about what will happen, made by prose, against a seam that was never armed. The CR-199 structural fix does not reach it — a server-composed reply cannot help if the invitation itself is the thing that's untrue. File and treat accordingly.
